Photos: DCAS Black History Celebration Breakfast
On February 27, 2008 New York's Department of Citywide Administrative Services (DCAS) hosted its ninth annual Black History Month Celebration. The event and breakfast was held at Banking hall on Chambers Street in lower Manhattan. Opera Exposures presented a program featuring soprano Osceola Davis and guest speaker Earl G.
